Prepare a Google Ads budget review from read-only reports
Build an evidence-based review of spend and outcomes without treating a report as permission to change budgets.
A budget review should explain where money is going and which uncertainty matters next. Start with campaign purpose and comparable outcomes. A high cost ratio can identify an investigation, but it does not reveal the marginal effect of adding or removing spend.

Summarise spend by campaign and business objective. Check account currency and whether the conversion definitions are comparable across the campaigns.
Identify meaningful changes in cost, outcome volume and measurement quality. Separate recent immature data from established patterns.
Write a specific hypothesis for each proposed adjustment and note the evidence that would contradict it. Include landing-page or tracking fixes that may be more appropriate than a budget change.
Make it concrete.
A campaign has a higher reported cost per lead but targets larger accounts. Without downstream quality evidence, cutting its budget solely to improve the blended average could be counterproductive.
What to keep in mind.
Historical average performance is not a forecast of marginal returns. A spreadsheet allocation does not establish how auction conditions or audience saturation will respond.
